Are public EV charging stations free?

Short answer
Some are, but most charge by kWh, by minute or by session.
Free charging is sometimes offered by retailers, hotels or workplaces. Paid networks typically bill through an app or card reader, and some add idle fees if you stay plugged in after charging finishes.
The DOE Station Locator can help you find stations and filter by network and connector.
