Easily if it's a plug-in model; hardwired chargers need an electrician to remove and reinstall.
Plug-in chargers on a NEMA 14-50 or 6-50 outlet can simply be unplugged and unmounted. Hardwired units must be disconnected safely, and the circuit capped or left with a receptacle.
Check your sale contract — some buyers expect installed chargers to stay with the home.
